Mr. Omagor has an MSc. in Botany with a series of specialized trainings in mainstreaming environmental and social considerations into projects, plans and activities. He has over twenty (20) years’ experience in conducting Environment and Social Impact Assessments (ESIAs), Environmental and Social Audits, preparation of Environmental and Social Management Frameworks (ESMFs) and a number of aspects of Natural Resource Management which he has gained through involvement in university teaching, consultancy and experience in the public sector. He has also experience in policies, legal and institutional framework at local, national, regional and international levels relating to environment. Mr. Omagor has conducted environmental and social safeguards studies for a mix of development projects ranging from highways/roads and bridges, agriculture projects, health, hydropower projects including transmission and distribution power projects, power generation through use of Heavy Fuel Oils (HFOs investments), manufacturing based projects, rural infrastructure projects (including community access), water and sanitation projects, mining projects and construction based projects amongst others.
He has worked with a number of consulting firms, donor and conservation agencies in the fields of environment and natural resources management. Among his consultancy engagements include work with; African Development Bank, the World Bank, Nile Basin Initiative/NELSAP, JICA, DANIDA, DFID, UNDP/GEF, UNDP/UNCTAD, IFAD, IFC, USAID, East African Community, Zambezi Watercourse Commission (ZAMCOM) and the African Centre for Technology Studies (ACTS) among others. For seven years (2001-2007) Mr. Omagor was the Head of the Environmental Liaison Unit in the Ministry of Works and Transport where he headed activities of mainstreaming of cross-cutting issues (Gender, Environment, HIV/AIDS, Occupational Safety and Health) into the roads sub-sector’s programmes, plans and activities.
The period 2007-2011, Mr. Omagor served in the Panel of Three International Experts for the Regional Rusumo Falls Multi-Purpose Hydro-power Project under NELSAP/NBI to advice the inter-states Project Implementation Technical Committee (PIC) on the environmental and social compliance requirements of the project within the regional and international environmental safeguards provisions. He is also a Technical Advisor on Environmental and Social safeguards for Betmai Hydro-Power Project (8MW)
